    Hearing Latin American Voices in International Relations Studies

    This article offers a general account of international relations studies (IR) in Latin America through an examination of IR thinking in the region, an inventory of IR theory courses in seven Latin American countries (Argentina, Brazil, Chile, Colombia, Costa Rica, Mexico, and Trinidad and Tobago), and an analysis of journal articles selected from five specialized IR journals in Latin America. Although considerable U.S. influence upon the ways in which IR is approached in Latin America is made apparent through this narrative, the specific context in which IR studies have evolved in the region has substantially altered the content of U.S. IR discourse. Therefore, the article concludes with a discussion of the possible contributions of Latin American IR to Anglo-American perspectives in the field.

    <i>Aquí en el Ghetto</i>: Hip-hop in Colombia, Cuba, and Mexico

    Abstract Hip-hop music has become an important tool worldwide for poor, marginalized youth to reflect on their lived experiences. This article traces the genre's production from its spontaneous origins in the urban ghettos of New York to its commoditization for global consumption and its evolution in three different Latin American settings: Colombia, Cuba, and Mexico. The article explores how hip-hop has been appropriated in each country and has been used to express the performers’ reflections on social, political, and economic problems. It also looks at the interplay between the homogenizing tendencies of global hip-hop and its local reception.

    This article develops the thesis that the internationalization of the Colombian armed conflict has been carried out using a strategy denominated "intervention by invitation", by which the governments of Andrés Pastrana and Álvaro Uribe intensified Colombia's association with the United States and requested greater involvement by that country in domestic affairs related to counternarcotics and counterinsurgency.The author discusses a series of conceptual frameworks that allow her to situate this strategy, following which she examines the evolution of Colombian foreign policy during the two periods identified.

    La securitización de la crisis colombiana: bases conceptuales y tendencias generales

    This article argues that perceptions of insecurity and threat produced by Colombia in neighboring countries are not the result of the objective consequences of the regionalization of the Colombian crisis, but rather, depend largely upon internal political dynamics in each country and the ways in which their representatives articulate specific issues as security problems. Following a general conceptual discussion of security and securitization, the author explores the primary practices of securitization that have been employed by Brazil, Colombia, Ecuador, Panama, Peru and Venezuela. This examination allows the article to conclude that the Colombian crisis and U.S. military policy in the region are two factors that currently determine the security dynamics in this zone.

    This text explores the central arguments of three theoretical perspectives that have analyzed the Englightenrnent project from a critical angle, wiih the goal of identifying their respective contributions to visualizing marginality in social theory. A series of elements are discussed, including the postmodern critique of concepts such as reason and subject; postcolonialism's attempt to ground historical interpretation in silenced, hybrid spaces; and feminist insistence upon the erasure of homogenizing, binary categories.
