    Este documento responde a la pregunta de como el Estado afecta a la distribucion del poder entre los ciudadanos en la interaccion burocratica. La autora sostiene que hay que analizar la interaccion entre ciudadanos y funcionarios callejeros para entender el papel del Estado en la vida cotidiana. El argumento teorico se ilustra con un ejemplo de la conducta burocratica dentro de un programa de asistencia social con subsidios monetarios condicionados en Colombia. El articulo concluye que la academia juridica debe re-descubrir el concepto de burocrata callejero con el fin de ampliar la estrategia de litigio para el cambio social.

    Regeneration and Pathology. Analysis of the Historicity of the Failing States Discourses from The Regeneration to the Present

    The article shows an historical character of the academic narratives that qualify the existence of the state as absent, weak or failed. Using the methodology of discourse analysis, the article aims to compare the regenerative narrative about the disaster in the state with contemporary academic discourses built around the pathology of the public apparatus and the failure of the state. Despite their apparent differences in ideology, these political discourses of the nineteenth century and the contemporary academic narrative show surprising coincidences. These convergences can be interpreted as strong reactions to a symbolic absence of authority and public force in the Colombian context. The author concludes with a reflection on the historical character of the academic narratives.
