Item type: Item , Armed conflict characteristics and its effects on firm exit(2012) Adriana Camacho; Catherine RodríguezThis paper uses two unique panel data sets to study the causal effect that different characteristics of the armed conflict have over firm exit in Colombia.Using a fixed effects estimation methodology at the plant level and controlling for the possible endogeneity of armed conflict through the use of instrumental variables, we find that the particular armed group that operates in a given region, the level of polarization of the conflict as well as the specific target of the attack impact in a differential manner the probability of firm exit.This poses important implications for policy recommendations and actions in the different regions of the country.Item type: Item , Correspondencia de economía política y decisiones de educación en las familias después de la descentralización(Fondo de Cultura Económica, 2017) Catherine RodríguezEste artículo evalúa los efectos que las reformas de descentralización aplicadas en Colombia a principios del decenio de los noventa del siglo XX tuvieron en la calidad de las escuelas públicas. Mediante técnicas de datos de panel escolares descubrimos que, en el contexto colombiano, las relaciones de correspondencia (trade-off) de economía política, como la poca capacidad de los gobiernos locales, los mandatos no financiados o la captación local, no son factores importantes en la determinación de los resultados de descentralización. Por otra parte, considerar los cambios en las decisiones de las familias de abandonar los estudios puede alterar significativamente la interpretación de dichos resultados, lo que sugiere la importancia de tomar directamente en cuenta estos cambios en la evaluación del efecto a futuro de las políticas. Específicamente, al permitir que las decisiones de educación de las familias cambien, descubrimos que el efecto total de las reformas disminuyó la calidad de la educación pública. Sin embargo, al controlar por los cambios significativos en la disminución de la tasa de deserción escolar entre alumnos de escuelas públicas que se presentó después de emprenderse las reformas, encontramos que, en realidad, la calidad de las escuelas públicas mejoró.Item type: Item , Cumplimiento del currículo educativo y educación a distancia(2021) Daniel Morales; Catherine RodríguezLa cancelación de clases sin planificación debido a la pandemia hizo que en poco tiempo los distintos actores del sector educativo respondieran con los recursos disponibles en medio de un conjunto de restricciones. Dado el problema de falta de información sistemática para la toma de decisiones y la documentación del suceso, el IDEICE tuvo una iniciativa conjunta con la Dirección General de Currículo del MINERD trazándose los siguientes objetivos: Recolectar información a nivel de aula de clase sobre el porcentaje de currículo impartido al 12 de mazo por cada docente; Determinar en qué medida cada docente pudo continuar con la docencia, y con qué medios de comunicación.Item type: Item , DOES MOTHER'S EDUCATION MATTER IN CHILD'S HEALTH? EVIDENCE FROM SOUTH AFRICA<sup>1</sup>(Wiley, 2008) Patricia Medrano; Catherine Rodríguez; Édgar VillaAbstract Using the 1993 South Africa Integrated Household Survey, this paper studies the effect that mother's education through the knowledge channel has on children's health using height for age Z‐scores as health measure. Under a two‐stage least square methodology we find that an increase in 4 years on mother's education (approximately 1 standard deviation) will lead to an increase of 0.6 standard deviations on her child's height for age Z‐score. We also find, as the medical literature suggests, support for the hypothesis that mother's education is more important for children older than 24 months of age.Item type: Item , Firm exit and armed conflict in Colombia(2010) Adriana Camacho; Catherine RodríguezThis paper uses two unique panel data sets to study the causal effect that armed conflict has over entrepreneurial activity in Colombia.Using a fixed effect estimation methodology at the plant level and controlling for the possible endogeneity of armed conflict through the use of instrumental variables, we find that a one standard deviation in the number of guerrilla and paramilitary attacks in a municipality increases the probability of firm exit in 8.1 percentage points.This effect is stronger for smaller plants and has a differential impact with respect to firms' age.Item type: Item , Happily Ever after? Domestic Violence in Periods of Scarcity(2024) Adriana Camacho; Catherine RodríguezThis paper estimates the causal impact that changes in household¬¥s income have on Domestic Violence (DV) rates in Colombia. Using the arguably exogenous variation in time and space of the payments of a Conditional Cash Transfer (CCT) program and a three-year-long monthly municipal balanced panel data set, we find that DV rates decrease by six percent in the months when the transfers are received. However, this effect is only transitory and varies according to households‚Äô expectations on when the transfers are received. Negative shocks that take place when families do not receive the transfer they were expecting, intensify economic scarcity, and DV rates in those months follow suit. On the contrary, positive shocks that occur when families receive an unexpected transfer only have a marginal reduction on DV. The channel that appears to be explaining our results is a budget constraint alleviation mechanism that reduces scarcity as the timing of the receipt of the transfer consistently reduces DV and increases consumption in the month of payment. At the same time, it answers some criticisms made to the study after its publishing. Specifically, the article attempts to clarify, explain and/ or correct three concerns: methodological issues, the authors’ posture about the role of principals in the quality of education, and the importance of a public policy addressing pedagogical methods.Item type: Item , Targeting Social Assistance: The Evolution of College Financial Aid in Colombia(American Economic Association, 2025) Juliana Londoño-Vélez; Catherine Rodríguez; Fabio Sánchez; Luis Álvarez-ArangoCollege financial aid programs often target individuals based on a combination of academic merit and socioeconomic status. The design of these programs can also be influenced by social preferences and political factors. This paper analyzes the evolution of Colombia's flagship program, Ser Pilo Paga, later renamed Generacion E-Excelencia. It examines how the national government initially designed the program based on social objectives and budget constraints and subsequently modified it in response to student behavior, political pressures, and shifting priorities. Finally, the paper briefly discusses how these design changes might affect the program's impact on equity and efficiency.
