To develop this idea, the following question is presented: Would it be possible to administer with any probability of success an internal peace project, which seeks to incorporate radical ideological-inspired guerrillas into the unarmed political struggle, with an international policy hostile to the Soviet Union, adversary of the position of Cuba and Nicaragua in Central America identified with the line of the government of President Reagan both in the Isthmus and in the rest of the world?
