Durand Alcántara; Juan Carlos Rivero BallesteroEl presente trabajo en el marco geopolitico de Mexico aborda el problema del desarrollo en general y del desarrollo rural en particular, continuara siendo a nivel mundial uno de los grandes dilemas socioeconomicos. Si bien las evidencias historicas han demostrado la inviabilidad de dicho desarrollo en la era capitalista, como un fenomeno que se exprese en la planeacion de un crecimiento ordenado y democratico que se deberia sustentar en la distribucion justa de la riqueza. Contrariamente los oligopolios y sus voceros estatales en turno insisten en mantener estructuras anquilosadas que intensifican la pobreza rural y aseguran la reproduccion ampliada del capital. Palabras clave Desarrollo sostenible, capitalismo, neoliberalismo, medio rural. Abstract Appraisal on rural sustainable development as “Ideological enclave in Neoliberal Strategy”: A case in Mexico. This work in the geopolitical context of Mexico addresses the problem of development in general and in particular rural development, it will continue to be globally one of the great socio-economic dilemmas. While historical evidence has shown the impossibility of development in the capitalist era, as a phenomenon that it is expressed in the planning of an orderly and democratic growth that should support in a fair distribution of wealth. Contrary oligopolies and government spokespersons in turn insisted on maintaining ossified structures that enhance rural poverty and ensure the expanded the capital reproduction. Visión Compartida y Acciones Propositivas a Corto, Mediano y Largo Plazo.(2016) Elías Antonio Méndez Vergara; Wilver Contreras Miranda; Juan Carlos Rivero Ballestero; Marisela Monsalve; Ángel Segundo Contreras; Kimara Carballo; Ender Ochoa ParraUFORGA, academic and supplementary activities division of the Faculty of Forestry and Environmental Sciences of the University of Los Andes, contributed to the development of a Municipal Development Strategy 2014-2018 for the Alberto Adriani Municipality. This strategy, approved by the Public Planning Local Council (PPLC), has three main objectives: 1) to consolidate the vision, objectives and framework for the overall development of the municipality; 2) to be recognized as the legal instrument endorsing the provisions of the strategy for the forthcoming years, which represent the common ideas and ideals, actions and performances of those who are responsible for the future development of the community of the Adriani municipality; and 3) to set the foundations for social transformation and to become a key tool that will enable concerted decision making. The achievement of these objectives is complemented with community participation, which satisfies the local government aim to meaningfully acknowledge public opinion as required by law. The strategy is lawfully tasked to lead, promote, enhance, coordinate and action initiatives; to seek funding, execute, monitor or supervise any activities that require reporting to national or regional public administration bodies and civil society organizations according to community requirements and in compliance with all law requirements. Therefore, the University of Los Andes ratifies its commitment to continue to foster intellectual thinking, to build capacity and to develop citizenship in a municipality where the present may become a promising future.
