Modelo estructural para el análisis y la construcción de políticas de seguridad y defensa

El objetivo de este artículo es proponer un modelo estructural y actualizado para el análisis y la construcción de políticas de seguridad y defensa. Se realiza una revisión de la literatura sobre el tema y, a partir de ello, se plantea el modelo y se analizan de forma prospectiva su utilidad, alcances y límites a futuro. Entre los resultados del estudio, se identifican dos grandes direccionamientos de la literatura: uno conceptual y formulador, y otro más exclusivo, político y técnico, así como un aparente consenso técnico sobre algunos elementos básicos de las políticas de seguridad y defensa. Frente a esto, se aporta una propuesta funcional para incrementar el conocimiento, racionalizar recursos y armonizar y mejorar la confección y la implementación de las políticas de seguridad y defensa. Abstract The objective of this article is to propose a structural and updated model for the analysis and construction of security and defense policies. A review of the literature on the topic is carried out and, based on it, the model is proposed and its usefulness, scope and limits for the future are analyzed prospectively. Among the results of the study, two main tendencies of the literature are identified: one conceptual and formulator, and another more exclusive, political and technical, as well as an apparent technical consensus on some basic elements of security and defense policies. In view of this, a functional proposal is put forward to increase knowledge, rationalize resources and harmonize and improve the construction and implementation of security and defense policies.
Perspectives of UnaCloud: An Opportunistic Cloud Computing Solution for Facilitating Research

This paper presents UnaCloud, an opportunistic Infraestructure as a Service implementation oriented to academic and research institutions, where the IaaS model is supported through the opportunistic use of idle computing resources available in the institution campus, providing researchers with significant and low cost computing capabilities. Also presented are the existing perspectives for current and future work on this project, related work about different concepts of opportunistic or volunteer cloud computing, and the significance and potential impact of this project in the regional research community.
Security Diplomacy in Colombia’s Strategic Positioning in the Field of Regional Peace and Security: Reflections from the Concept of Defense Diplomacy

This paper intends to conceptually and analytically explore the so-called security diplomacy, briefly described as the Colombian state’s new model of external relations to become a leading actor in the fields of security and defense regionally and even globally. To this end, the concept of defense diplomacy is comprehensively approached to identify elements that allow inquiring into the fundamentals of security diplomacy. Then, in the light of these elements, the aims and scope of the Colombian policy in this regard are thoroughly examined, showing some advances in this insertion strategy. Finally, and as a conclusion, the article reflects on the implications of security diplomacy for the country’s strategic positioning from the synergy between the conceptual and operational elements of such policy.
Una mirada a las transformaciones institucionales tras los acuerdos de paz desde el paradigma de la Reforma del Sector de Seguridad (RSS). Estudio de caso de Irlanda del Norte tras el Acuerdo de Viernes Santo de 1998

En el presente artículo se pretende realizar una aproximación analítica a las transformaciones institucionales tras los acuerdos de paz desde el paradigma de la Reforma del Sector de Seguridad (RSS). Fijando una especial atención en el periodo de la violencia y las transiciones políticas de finales del siglo XX, en este texto se hace énfasis en el estudio del caso de Irlanda del Norte tras el Acuerdo de Viernes Santo de 1998. Con tal propósito, el artículo está dividido en las siguientes secciones: 1) Introducción al caso de estudio; 2) “The Troubles” o la descripción del conflicto norirlandés; 3) el Acuerdo de Paz de 1998, y 4) las principales transformaciones institucionales impulsadas tras los acuerdos de paz desde el paradigma de la RSS.
