The morphological analysis show significant differences in weights between and amongst localities. These results can be explained by the period of the migration cycle in which the birds were measured. The developments that have occurred on the world stage during the last two decades have generated modifications that affect the behavior of the States, a central axis for the purposes of this analysis. Of the new international realities, we are interested in mentioning two related to the peripheral actors of the global system: first, the State appears as "overloaded" with functions of maintaining and consolidating internal peace, security, development and well-being; and second, the State has been losing autonomy in controlling the network of factors and agents that can influence the achievement of objectives linked to these functions. The approach used, in the first place, is to approach the subject from the discipline of international relations, considering the very limited amount of research works on this discipline that has been published in the country, which makes a systematic and in-depth evaluation very difficult. For this, the topic is presented from two angles: a) Through a critical balance of the literature on the international relations of Colombia; and b) By specifying the basic features of the international praxis of various governments.
