It stands out, the paradigm of the share capital in the formulation of the public policies as a connection between the different actors from the society. Initially, the Latin American reality from the situation of the poverty and the inequality is approached, which would have confronted from the public policies. Part of the hypothesis that “the little level of structuring of the share capital in the local scope reduces to the viability and feasibility of the implementation of public policies for the development”.
