    Los derechos humanos (dd.hh.) ofrecen hoy, especialmente en América Latina, un escenario paradójico. De una parte, son objeto de unanimidad en los discursos políticos y jurídicos; de otra, son materia de gruesas y sistemáticas violaciones en la mayor parte de países del área. Los dd.hh. aparecen normativamente reconocidos en los textos legales, pero no se traducen en prácticas incorporadas al comportamiento de autoridades y funcionarios. | Human rights (human rights) offer today, especially in Latin America, a paradoxical scenario. On the one hand, they are the object of unanimity in political and legal speeches; on the other, they are the subject of gross and systematic violations in most countries of the area. The dd.hh. are normatively recognized in legal texts, but are not translated into practices incorporated into behavior of authorities and officials.
