El objetivo del estudio es identificar las reformas constitucionales que desde el enfoque de derechos fundamentales aseguren el ejercicio de derechos sociales. Se realizó una investigación básica, cualitativa y se utilizó el método descriptivo-explicativo en la que se realizó una revisión de literatura sobre sobre los derechos fundamentales y el garantismo. Como conclusión se considera que las movilizaciones populares e insatisfacción generalizada de la población no se debe a que reclaman un cambio del modelo político democrático-republicano, sino que el modelo económico sea más solidario, las riquezas alcance a todos. Y en ese sentido, se dialogue sobre el rol de tributo y el ejercicio de los derechos sociales y presupuestos nacionales.In the region, social and academic organizations discuss two central issues that are vital for the development of States: political crisis of representation and the exhaustion of the economic growth model in relation to the material well-being of the population. The objective of the study is to identify constitutional reforms that, from a fundamental rights approach, ensure the exercise of social rights. A basic, qualitative research was carried out and the descriptive-explanatory method was used in which a literature review on fundamental rights and guarantees was carried out. In conclusion, it is considered that the popular mobilizations and general dissatisfaction of the population are not due to their demand for a change in the democratic-republican political model, but rather for the economic model to be more supportive, so that wealth reaches everyone.
