After standard choice, has been start the route towards the solution of transcendental aspects of legal and technical nature to enable the provision of digital terrestrial television service harmonized with the goals of true social inclusion and democratization of information in the nation. In this regard, this paper proposes ideas for a pilot plan that lays the foundation and technical requirements for the deployment of digital terrestrial television service in the territory of the Bolivarian Republic of Venezuela, according to the parameters and considerations set out in the ISDB-Tb and in close accordance with the Constitution, laws and other regulations.
