The first measures and actions were undertaken in the field of vaccination, the health of the land and soil, urban sanitation and the diffusion of personal hygiene. While in 1876, the visit of the first pedagogical mission had recommended introducing systematic and reasoned forms of movement in school education as a hygienic and pedagogic measure, this only came to be formalized with the 39 law of 1903 (General Law on Education) and its regulation in 1904.
