    The Bolivian specialist in communication science, Luis Ramiro Beltran Salmon, reminds us in this essay about Latin American communication, and particularly, about the critical research initiated in this field in the seventies, a period of singular historical importance which witnessed the emergence in the world of questions about development, democracy and communication. And, remembering the leadership which evolved in his country's insurgent region, especially in the communication realm, he issues a call to today's communication experts to continue the struggle.

    A few months ago a self-regulated institution of press activities emerged in Bolivia: the defender of the reader. The Bolivian Communication Specialist, Luis Ramiro Beltran, talks profoundly about the issue in this presentation, read in public at his installation as defender of the reader in the Group of the Leading Press of his country. He makes us see in it the immense power of the media, that apparently has neither barriers nor brakes, except those that journalists might impose through ethics, a barrier which according to the author must be impervious to excesses and absurdities.
