    Estado, democracia y violencia en América Latina

    Due to the high levels of violence in Latin America, the security policy debate has hesitated between two approaches: the Zero Tolerance approach and the preventive social policy; it is a false dilemma. The effectiveness of both the ’nightstick’ and the ’carrot’ depends on the quality of democracy. If the State actor’s action responds to particularistic logics, and it is not able to guarantee that the rule of law reaches the entire territory, security policies could become an additional source of insecurity. The quality of democracy as a regime and as the rule of law should be considered prior to uncritically copying foreign security policies. It is wise to do so while designing incentives systems for the security sector.

    Estilo de desarrollo y sesgo anticampesino en Colombia

    Al usar el criterio de los bienes sociales primarios para evaluar el estilo de desarrollo\ncolombiano se puede concluir que su tendencia es la de una senda rawlsiana\ninversa, cuyas principales características son: estrechez del mercado y sesgo anticampesino.\nEste artículo explora los mecanismos de esa senda que refuerzan la\nruptura de la amistad política y alientan la duración de la guerra. Esos mecanismos\npueden, ante la eventualidad de una negociación política, reforzar el carácter violento\nde la paz que se pudiera llegar a acordar. Hasta ahora, han brindado una plétora\nde oportunidades a los competidores armados del Estado.

    LO POLÍTICO EN LA GUERRA CIVIL COLOMBIANA

    The basic argument of the article controverts the idea that the low social representativeness and the interested motives of the armed actors disqualify them as political actors. It is supported by the friend/enemy Schmittian distintion to argue that a civil war is always political -independently of motives by the parties—, inasmuch as the intensity of enmity gives preference to the animus bel li over the animus furandi. The article points out —in concordance with the proposal of Stathis Kalyvas- that social representativeness of the contending parties is endogenous to the civil war and cannot be used as a previous criterion for its identification. The concealment of the Colombian civil war portrays the intention of exculpating the elites and the society.
