Tiempos de cambio y transformación: la ciudadanía ante los vendavales de la historia (2000-2010)

Abstract

Desde el año 2000, Bolivia atraviesa por un periodo de profundas transformaciones institucionales que también afectan al concepto de ciudadanía, el nexo de cohesión social y la democracia misma. Este trabajo describe cómo, al no haberse erigido óptimos canales de comunicación entre la ciudadanía y los espacios de deliberación, se ha producido un quiebre en el sistema político, que el Estado plurinacional debe subsanar.

Since the year 2000, Bolivia is undergoing a period of deep institutional transformations, which also a)ect the concept of citizenship, the nexus of social cohesion and democracy itself. this paper describes how in the absence of channels to secure an optimal communication between citizens and the deliberative spaces, a rupture in the political system has occurred, something that should be resolved by the Multi-national State.
