Abstract

RESUMEN: El 10 diciembre de 2008 la Asamblea General de las Naciones Unidas adoptó el primer Protocolo facultativo al Pacto Internacional de Derechos Económicos, Sociales y Culturales. Entre sus aportaciones más sobresalientes se encuentra la introducción de un nuevo procedimiento de reclamación para los individuos o grupos de personas frente a presuntas violaciones de los Derechos Económicos, Sociales y Culturales. El nuevo Protocolo reviste particular interés para países como Bolivia que, con gran esfuerzo, en los últimos tiempos está introduciendo importantes reformas legales, políticas e institucionales para aliviar de profundo atraso económico, social y cultural en el que vive una parte sustancial de su puebloABSTRACT: On 10 December 2008, the United Nations General Assembly adopted the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights. Among its main outstanding contributions, it is worth mentioning the introduction of a new procedurefor individual orgroups of individual complains against alleged violations of economic, social and cultural rights.This Protocol is particularly interesting for countries such as Bolivia, a country that with a great effort has passed during the last years important institutional, political and legal reforms in order to alleviate the deep economical, social and cultural backward state of live for an important part of its citizens.
