dc.description.abstractMercosur is a customs union that allows the movement of goods between participating economies and uses a common external tariff vis-a-vis third countries. In this sense, this paper aims to reflect on the static and dynamic effects of this regional agreement. A review of the literature on the results of Mercosur was carried out according to the second best analysis. It is concluded that there is a consensus on the creation of trade within the framework of the South American common market and its predominance over trade diversion in the region is accepted, while there is no consensus regarding the origin and nature of the dynamic effects produced by the regional agreement.
