dc.description.abstractThis article is part of larger research about education in Bolivia during the twentieth century, its reforms and pedagogical movements. In this opportunity the panorama of Bolivian education in the return of democracy is developed. On the one hand, the policies of education reform by the state and governments are presented, in two moments: What was done by the government of Hernán Siles and popular education, and the reform policies initiated in 1985, which promoted the decentralization and rationalization of the education system. On the other hand, this article offers a view of the position and proposals of civil society in the face of government educational policies, such as what happened with the Popular Education Project of 1989 and the National Education Congress of 1992. In both proposals, the discourses of transforming education and preserving the right to education, its gratuity and obligation at all levels were positioned.
