dc.description.abstractIn Venezuela, the benefit of the services of potable water and always served water harvesting has been a competition that, according to constitutional texts, belongs to him to the Municipalities; nevertheless, for diverse reasons the National Executive authority is in charge of its benefit. In this investigation it will be analyzed so that the reversion to the Municipalities is not made and so that the National Power does not try to directly decentralize these services in the organized community.
