dc.description.abstractDuring the venezuelan state‟s formation process, to find a kind of government that could coexist with the coming historical regions, was the care of the political thought. The powers legitimacy issue was resdved giving the pre-eminence to the popular sovereignty. Federalism was imposed in the Merida province as a form of government because it guaranteed that the distribution and equilibrium among the political powers and governance. Further. Federalism avoided that centralism were imposed itself, since it attempted against national unity.
