Se define el concepto Jurídico de responsabilidad en el ejercicio de la función pública: se identifica los deberes y obligaciones del servidor público en el marco de la Constitución y de las leyes; se señala asimismo, los derechos de esos servidores y los medios que para su protección existen en el orden jurídico interno e internacional.
