Plan General de Ordenación Municipal de Lugo, 2004-2007

Resumen El municipio de Lugo ocupa un extenso espacio en el centro de la provincia que asciende a 332 km2. Como es caracteristico del habitat gallego, incluye un elevado numero de nucleos rurales –hasta 355– agrupados en 68 parroquias, aunque en ellos apenas reside un 10% de la poblacion total (88.000 habitantes en el ano 2004). El nucleo central, la ciudad de Lugo, es una importante aglomeracion urbana –casi 80.000 habitantes– estrategicamente situada a orillas del rio Mino. El Plan General en tramitacion adapta el Plan de 1991 a la Ley del Suelo gallega de 2002/2004. Asume como principales objetivos la proteccion del suelo rural (mas del 82% del territorio se protege dentro de las distintas categorias que establece el Plan), la ordenacion/delimitacion de los nucleos rurales, la consolidacion y requipamiento de la ciudad, la estructuracion de la red viaria y el establecimiento de un sistema de zonas verdes cuyo principal elemento es el parque lineal del rio Mino. El plan opta por la ordenacion directa de los nucleos rurales y del suelo urbano consolidado y no consolidado, asi como por una razonablemente generosa politica de clasificacion de nuevo suelo urbanizable. Entre el suelo urbano no consolidado, el suelo urbanizable delimitado y los nucleos rurales se podran edificar mas de 20.000 nuevas viviendas, elevando la capacidad residencial total del municipio a mas de 76.000 viviendas. Abstract The municipality of Lugo is located in a wide area of 332 km2 in the middle of the province. Like in other the rest of Galicia, it presents a high number of rural areas -up to 355-, grouped in 68 councils. However, they represent less than 10% of the total population (88.000 inhabitants in the year 2004).The main centre of population, the city of Lugo, is an important urban area -almost 80.000 people-, which is strategically located on the banks of the Mino river.The General Plan that is currently being processes adapts the 1991 Plan to the Law of Territory Distribution in Galicia of 2002/2004. The main objectives of this Plan are the protection of rural areas (more than 82% of the territory is protected under the different categories established by the Plan), the urban planning and demarcation of the rural areas, the consolidation and re-equipping of the city, the structuring of the road network and the establishment of a system of green spaces in which the main element is the linear park of the Mino river.The plan presents a direct planning of the rural areas and of the consolidated and non-consolidated urban territory, as well as a reasonably generous policy of classification for the new building land. Non-consolidated urban areas, rural areas and the demarcated urban land represent a potential of 20.000 new dwellings, which means that the total residential capacity of Lugo would increase up to more than 76.000 dwellings.
