dc.description.abstractThe purpose of this commentary is to establish, by analyzing the jurisprudence of the Supreme Court, the criteria by which the Administration must govern its acts. It particularly focuses on the occasion when a discretionary power is granted, taking greater relevance the motivation and the fundament of the acts, so that these are not subject to deviation of power.
