Política CTI desde la cooperación multilateral: Oportunidades para Parques Tecnológicos en América Latina

Abstract

America Latina pretende avanzar hacia un desarrollo humano, sostenible y local requiriendo para su logro espacios de vinculacion de actores que propendan hacia una interrelacion productiva. Se identifica a los parques cientificos y tecnologicos (PCyT) como tales, motivando una investigacion cualitativa con el objeto de alcanzar una aproximacion de las tendencias de la politica cientifica, tecnologica y de innovacion (Politica CTI) orientada a la creacion y/o fortalecimiento de estas estructuras en la region. Este estudio se aborda desde las politicas concertadas entre los gobiernos nacionales de los paises del mundo, quienes suscriben acuerdos, convenios y/o programas en el marco institucional de la cooperacion internacional. Se identifica la existencia de un marco institucional en el ambito de cooperacion multilateral que propende a incentivar el diseno de politicas, la elaboracion de planes e implementacion de instrumentos con propositos de promover nuevas iniciativas o de fortalecer las existentes, reconociendo el rol fundamental que los PCyT pueden ejercer como medios de innovacion, emprendimiento, y articulacion de sectores productivos, cientificos y tecnologicos, publicos y privados, en aras de avanzar hacia la busqueda del desarrollo que se pretende alcanzar. Abstrac STI policy from the multilateral cooperation: Opportunities for Technological Parks in Latin America Latin America tries to advance towards a human, sustainable and local development requiring for its profit spaces of entailment of actors who prohang towards a productive interrelation. The scientific and technological parks (PCyT) are identifying like such, they were motivating a qualitative investigation with the object of reaching an approach of the tendencies of the science, technology and innovation policy (STI Policy) oriented to the creation and/or fortification of these structures in the region. This study is approached from the arranged policies between the national governments of the world countries, that subscribe agreements and/or programs within the framework institutional of the multilaterall cooperation. The existence of an institutional frame in the scope of study is identified, that to promote the design of policies, the development plans and the implementation of instruments with intentions to promote the new initiatives or to fortify the existing ones, recognizing the fundamental roll that the PCyT can exert like means of innovation, entrepreneurship and joint of productive, scientific and technological sectors, private and public, for the sake of advancing towards the search of the development that is tried to reach.
