Abstract

RESUMEN Los portales web de organos gubernativos son signo significativo de transparencia en el siglo XXI, pero su mera existencia no basta. En el caso de Venezuela una creciente precarizacion del acceso a internet ha repercutido en un constante descuido de estos medios por parte de los gobiernos y organos legislativos, municipales y regionales. Para levantar un estudio sobre la existencia y contenido de estos sitios web, esta investigacion propone formular un modelo de cuestionario estandarizado segun los requerimientos legales venezolanos para determinar si los nombrados niveles de gobierno tienen portales web de sencillo acceso y si estos presentan documentos basicos o esenciales para evaluar independientemente la gestion que estan desarrollando. ABSTRACT The websites of government offices are a significant sign of transparency in the 21st century. However, their mere existence is not enough. In the case of Venezuela, a growing unevenness of internet access has resulted in a constant neglect from regional and municipal governments and legislatures towards this media. In order to carry out studies about the existence and quality of these websites, in this research, a standardized questionnaire model is proposed, based on the Venezuelan legal requirements, to determine if these kinds of governments have easily accessible websites and if they present essential documents to independently evaluate their management.
