Megaproyectos educativos en América Latina a finales del siglo XX -inicios del siglo XXI

Abstract

A finales del siglo XX - inicios del siglo XXI, surgieron varios megaproyectos educativos Latinoamericanos que coadyuvaron al desarrollo de nuevas políticas educativas nacionales. El objetivo de estudio fue conocer las principales características de estos megaproyectos, sus alcances, repercusión, ineptitudes e impericias. El camino metodológico que se siguió, fue de una investigación documental. El estudio reveló que desde los años ochenta, se han implementado más de diez megaproyectos en América Latina, que favorecieron el desarrollo de los sistemas educativos, ampliaron la cobertura educativa, llevaron servicios educativos a los marginados, elevaron el promedio de escolaridad y porcentaje de población con educación superior. Sin embargo, no todos los propósitos de estos programas fueron alcanzados por varias razones: las crisis económicas de 2008, 2012, 2020-2021; altos índices de pobreza y pobreza extrema; falta de un proyecto común con diagnóstico del estado actual de educación, elaboración e implementación de programas y acciones, el monitoreo de los resultados.

At the end of the 20th century - beginning of the 21st century, several Latin American educational megaprojects emerged that contributed to the development of new national educational policies. The objective of the study was to know the main characteristics of these megaprojects, their scope, repercussions, ineptitudes and imperfections. The methodological path followed was documentary research. The study revealed that since the 1980s, more than ten mega-projects have been implemented in Latin America, which favored the development of educational systems, expanded educational coverage, brought educational services to the marginalized, raised the average schooling rate and the percentage of the population with higher education. However, not all the purposes of these programs were achieved for several reasons: the economic crises of 2008, 2012, 2020-2021; high rates of poverty and extreme poverty; lack of a common project with diagnosis of the current state of education, elaboration and implementation of programs and actions, monitoring of results.
