El Derecho a la Información dentro del Contexto Científico Boliviano
Abstract
El presente artículo intenta aproximarse a la Situación del Derecho a la Información en el contexto científico boliviano, aproximaciones necesarias por el vínculo entre la actividad científica y el ejercicio de este derecho; en la medida de que es imposible generar nuevos conocimientos si los investigadores no logran acceder a la información necesario para ello. El artículo parte de un conciso reporte de la inversión pública en actividades de investigación, ello con el propósito de identificar el nivel de importancia del Estado al ejercicio científico y el retorno a esta inversión en publicaciones. Posteriormente se presenta la situación del derecho a la información, comenzando por la comprensión de la población de su definición, vulneraciones a tal derecho, concluyendo con los aportes de la universidad boliviana, que incluye la prestigiosa Universidad Católica Boliviana San Pablo.
This article attempts to approach the Status ofthe Rightto Information in the scientific context of Bolivia, necessary for the link between science and the exercise of this right. In the scientific activities, it is impossible to genérate new knowledge if the researchers can't access to information. The article begins with a concise report of public investment in research activities; with the goal to identify the level of importance from the Bolivian State to scientific activities and the return on this investment in publishing. Subsequently, this article presents the situation of the right to information, beginning with an understanding of people about its definition, the rapes of this right, ending with the contributions of the Bolivian university, including the prestigious Universidad Católica Boliviana San Pablo.
