¿Ciudadanía liberal o ciudadanía comunal? Elementos para diferenciar las prácticas ciudadanas al interior de las organizaciones locales1

Abstract

Se comprenden las prácticas ciudadanas a partir de las relaciones mutuas entre sistema y entorno ciudadano. Los campos económico y político que forman parte del sistema ciudadano definen el tipo de ciudadanía que se practica, sea liberal o comunal. Los elementos específicos que hacen a estos campos, están relacionados con el tipo de derechos económicos y el tipo de derechos políticos vinculados a la práctica ciudadana. En cuanto a la ciudadanía liberal (sistema racional), las características centrales son que su economía está basada en derechos de dependencia y su política está fundada en derechos tutelares. A diferencia de esta, en la ciudadanía comunal (sistema relacional) la economía se encuentra cimentada en derechos de autorregulación y la política se la construye a partir de derechos de auto organización. La ciudadanía social, civil, cultural y otros, forman parte del entorno ciudadano y se reproducen en torno al sistema ciudadano predominante al cual pueden ser acoplados operacionalmente.

The practices of citizens can be understood based on the mutual relationship between system and citizen environment. The economic and political fields that are part of the citizen system define what kind of civic responsibility should be practiced, whether it be liberal or communal. The specific elements that are part of these fields are related with the kind of economic and political rights that are connected with the practices of citizens. As far as liberal citizenship (rational system), the main characteristics are that the economy is based on the right of dependence and its politics are based on tutelary rights. Unlike this one, in communal citizenship (system of interpersonal relations), the economy is grounded in rights of self-regulation and the politics are based on the rights of self-organization. The social, civil, cultural and other aspects of citizenship are part of the citizens' environment and are reproduced with regard to the predominant environment, to which they can be operationally connected.
