Las instituciones económicas en la nueva Constitución Política del Estado
Abstract
Visualizar las implicancias económicas de la Nueva Constitución Política del Estado promulgada en Bolivia es de crucial importancia para el desarrollo futuro del país. El artículo inquiere en estas implicancias a partir de un estudio del texto constitucional y de comentarios ya realizados por otros analistas. La nueva Constitución tiene una tradición estatista de raíces o resonancias socialistas muy popular en América Latina. Si bien no es ortodoxa en este sentido, tiene claramente una voluntad de dar al Estado mayor preponderancia y presencia en la realidad económica nacional. Esto puede tener serias consecuencias negativas en temas como la inversión privada, la propiedad privada y la autonomía del banco central, y puede dificultar seriamente el desarrollo nacional de hacer más extensiva su filosofía social y económica de sesgo marcadamente socialista y comunitario.
