Gobierno digital en las municipalidades provinciales de Perú durante la pandemia del COVID-19

Abstract

La pandemia aceleró la necesidad de transformación digital en todos los ámbitos, y el sector público no fue una excepción. El objetivo del estudio fue determinar en qué medida estos portales responden a las demandas ciudadanas en el contexto de la pandemia de COVID-19, se analiza el papel del llamado "gobierno digital" en las municipalidades provinciales de Perú, evaluando la efectividad de los portales web en la prestación de servicios públicos. El enfoque cuantitativo, tipo descriptivo, diseño no experimental. Para ello, se utilizó el Índice de Gobierno Electrónico Estatal (IGEE) como herramienta de evaluación, aplicado a 26 municipalidades con mayor densidad poblacional. Los resultados evidencian que la mayoría de los portales web municipales presentan deficiencias en términos de accesibilidad, interacción, transparencia y transacción digital. Se concluye que, aunque la pandemia aceleró la necesidad de digitalización gubernamental, persisten desafíos significativos en la implementación de un gobierno digital eficiente y accesible para la ciudadanía.

The pandemic accelerated the need for digital transformation in all areas, and the public sector was not an exception. The objective of the study was to determine to what extent these portals respond to citizen demands in the context of the COVID-19 pandemic, analyzing the role of the so-called "digital government" in the provincial municipalities of Peru, evaluating the effectiveness of web portals in the provision of public services. The quantitative approach, descriptive type, non-experimental design. For this purpose, the State Electronic Government Index (IGEE) was used as an evaluation tool, applied to 26 municipalities with greater population density. The results show that the majority of municipal web portals present deficiencies in terms of accessibility, interaction, transparency and digital transaction. It is concluded that, even though the pandemic has accelerated the need for government digitalization, significant challenges persist in implementing an efficient and accessible digital government for citizens.
