Abstract
Este trabajo forma parte de una investigación más amplia financiada por el Consejo de Investigaciones Científicas y Técnicas de la República Argentina (CONICET). En el mismo se aborda la historia de internet en Corea del Sur y el rol del Estado en el proceso que condujo a una de las penetraciones extensiva e intensiva más importantes del mundo. Los planes y políticas públicas que se fueron implementando desde la década del noventa hasta la actualidad dieron como resultado uno de los entornos más conectados del mundo y una reducción de las brechas de acceso considerable. A medida que se extendió y cobró importancia su uso en el debate público, se ensayaron medidas de control y de censura de la red. Se trata de identificar las pautas que favorecen el acceso equitativo a la tecnología. El caso de Corea del Sur contribuye a sugerir políticas para los países que aún poseen gran parte de su población excluida del mundo digital.
This paper deals with the history of the Internet in South Korea and the state's role in the process that led to one of the major extensive and intensive penetration in the world. The plans and policies that were implemented, since the nineties until now, resulted in one of the world's most wired environments and reduced significant access gaps. As it spread and became important in the public debate, were tested measures of control and censorship of the net. The objective is to identify patterns that promote equitable access to technology. The case of South Korea helps to suggest policies for countries that still have much of their population excluded from the digital world.
