The present work is inserted in the problematic of economic development, considering rethinking epistemological foundations of the economic theory of the dependence of certain debates of its better epoch, in order to have evaluative elements, which are at the same time conditions of possibility for a theory of dependence in the 21st century. For this it is based on the authors of the "philosophy of liberation", who appropriated themselves critically and in a "sui generis" way of dependency theories, as a reference of the philosophy of liberation, as a "consciousness" of the dependency relationship "in a" context of dependence "in Latin America. That's why in: The first part opens critical lines or routes of a first debate about the potentiality of this theory of his time, both trends foquistas, as trends that address the role of the state in those contexts, in addition to their relationships with the Theology of Liberation and Marxists of the Cold War era. They are also considered elements of their own crisis, as well as the approach of a technological cut as the fundamental reason for underdevelopment. The second part deals with the updating and a second debate of this theory for the end of the 1990s with respect to the problems of globalization, such as problems of development and the environment, where certain practices of international cooperation in a world multipolar are polemicized. In addition to considering dignity as a subjective element, to account for dependence. And explanations are given because that theory became "absence / presence". And the third takes up current developments in the philosophy of liberation with respect to the economic field and its relationship with the theory of dependence in an internationalized global context.
