Los usuarios y la gestión del agua (Estudio comparativo entre el derecho español y venezolano)
Abstract
On the occasion of the new Constitution of 1999, Venezuela is proclaimed a participatory democracy. The first articles state that sovereignty resides in the people, who exercise it in two ways: indirectly, through suffrage and directly, what interests us at this time, through the mechanisms of political, social and economical participation, established in the Constitutional text. From this, the laws enacted after the Constitution bring together different mechanisms for citizen participation to achieve the purpose of the State. In this sense, the idea of this article is to study the extent to which Venezuelan legislation contains similar figures to those in Spain, in relation to communities of water users.
