La recolección de desechos sólidos. Los errores en la gestión pública municipal y la distorsión en la noción de “Buena administración”. Caso: Municipio Libertador del Estado Bolivariano de Mérida

Abstract

The urban cleaning service, including cleaning, collection and waste treatment services; as well as the protection of the environment and cooperation in environmental sanitation, is a constitutional competence and legally assigned to the Municipalities, which must be executed through formal administrative activities and material and technical administrative activities through the public service, with the encouragement to satisfy the constitutional rights of the citizens of a locality. The present investigation intends to study the provision of public waste collection service in the Libertador Municipality of the Bolivarian State of Merida, the errors in municipal public management and the distortion in the notion of Good Administration at the local level. The present investigation has been developed through a bibliographic design, by means of a descriptive and analytical investigation. As a conclusion it has been determined that in the case of the Libertador Municipality of the Bolivarian State of Merida, the perception of Good Administration of Public Management in the period corresponding to the year 2017-2021 that has triggered a public health problem is not met, pollution of the environment and violation of the human right to peace and tranquility, health and quality of life.
