De la resiliencia comunitaria a la ciudadanía ambiental: El caso de tres localidades en Veracruz, México

Abstract
Situaciones de riesgo pueden tener una lectura de destrucci ón y desastre en poblaciones vulnerables; pero también, a partir de esto es posible que emerja la resiliencia comunitaria, así como el interés por participar colectivamente y con las autoridades locales por el restablecimiento de la comunidad. Las tres localidades veracruzanas que se analizan en este texto han alcanzado la resiliencia comunitaria: periódicamente se ven afectadas por fenómenos hidrometeorológicos; se reconoce el interés de la comunidad por realizar un diagnóstico participativo en conjunto conlas autoridades locales para generar y difundir información preventiva; hay disponibilidad para colaborar en procesos de reconstrucción de la localidad. Con esto es posible detectar la capacidad para sobreponerse a los desastres y trabajar en la búsqueda de soluciones conjuntas entre comunidad y autoridades, un diagnóstico alentador que permitirá sin duda mayor fluidez en el diseño de estrategias de educación para la ciudadanía ambiental. El estudio que origina esta publicación se abordó desde una aproximación a la representación social sobre el cambio climático, con especial énfasis en la resiliencia orientada a la co-construcción de ciudadanía ambiental. Situations of risk can have a read of destruction and disaster in vulnerable populations, but also, is possible that emerge community resilience and the interest to participate collectively and with local authorities for the reestablishment of the community. The three Veracruz localities discussed in this text have reached community resilience: periodically affected by hydrometeorological events; the interest of the community by making a participatory assessment in conjunction with local authorities to generate and disseminate prevention information is recognized; there are availability to assist in reconstruction processes of the locality. With this it is possible to detect the ability to overcome the disaster and work in finding joint solutions between communities and authorities, an encouraging diagnostic will certainly enable greater fluidity in design education strategies for environmental citizenship. The study that generated this publication is addressed from an approach to the social representation of climate change, with special emphasis on resilience oriented co-construction of environmental citizenship. A questionnaire to adult population samples was applied; they were representative samples of three locations in the towns of Cardel, Cotaxtla and Tlacotalpan, in the state of Veracruz, Mexico.
