dc.description.abstractThere are different conceptions about the role of the will as an element of validity in the regulated administrative act. An integrative literature review was performed that revealed four competing explanations. Important deficiencies were identified in each of these four explanations and, as a result, an alternative model was proposed that successfully solves them. The proposed model attributes the will from which the administrative act emerges to the State and suggest that such will is segmented into two hierarchies: legislative and administrative.
