In Venezuela, a significant advancement in the design of policies and mechanisms for planning environmental management has been obtained with a tendency to articulate conservation strategies and sustainable use of natural and environmental resources in general. This progress also includes the broader normative framework that covers civil, administrative, and criminal matters with respect to the environment based on the current constitutional doctrine, which establishes the environmental rights of the population, promotes citizen participation through the exercise of the people’s power, as the principle of co-responsibility for guaranteeing a healthy environment for all present and future populations of the nation. The objective of this work is to analyze the policies and participatory environmental management in Venezuela. In this sense, we begin with a historical review of the environmental policies and the guidelines that characterized them. Then, environmental legislation is analyzed and its citizen participation regulations. Finally, environmental management is contextualized from the individual and community participatory focus.
