dc.description.abstractOn March 11, 2020, the WHO declares COVID-19 as a pandemic, until March 13, 2020, regarding the existence of Covid-19 cases in Venezuela, the national government declared the State of Alarm on the sidelines of the constitutional requirements, throughout the national territory; declares the health system in permanent emergency and suspends academic activities at all educational levels in the country. In this way, this pandemic situation originates a public calamity that seriously endangers the security of the Nation and of those administered. The National Executive orders “Social and collective quarantine”, throughout the national territory as of March 17, 2020. The objective of this study is to describe the Decree by which the State of Alarm is declared to attend the health emergency of the Coranovirus (COVID-19), published in Extraordinary Official Gazette No. 6,519, Decree No. 4,160.
