Abstract
El presente estudio comparativo, hace un análisis de la Educación Especial y Alternativa en el contexto Latinoamericano y del Sistema Educativo Plurinacional Boliviano, destacando la inclusión como un criterio fundamental para garantizar el derecho a la educación. Se basa en una revisión actualizada que se contextualiza en los avances a nivel mundial y regional en la educación para todos, que promueve la universalización e inclusión, así como la democratización del acceso, la permanencia y la conclusión de estudios para todas las personas de la sociedad, con un enfoque particular en la población boliviana dentro del Sistema Educativo Plurinacional. Además, este documento plantea interrogantes importantes sobre la operativización institucional y el impacto de las políticas educativas nacionales en la garantía y democratización del acceso a la educación a lo largo de toda la vida. Se presta especial atención a los niños y adolescentes con discapacidad, así como a las personas con discapacidad que buscan acceder a la educación superior. También se aborda la perspectiva rural y comunitaria, incluyendo a personas mayores de quince años, productores, organizaciones sociales y ciudadanos, junto con estudiantes con dificultades de aprendizaje.
This document present a comparative study of Special and Alternative Education in Latinamerica and in the context of the Bolivian Plurinational Educational System, highlighting inclusion as a fundamental criterion to guarantee the right to education. It is based on an updated review that is contextualized in global and regional advances in education for all, which promotes universalization and inclusion, as well as the democratization of access, permanence and completion of studies for all people in the world. society, with a particular focus on the Bolivian population within the Plurinational Educational System. Furthermore, this document raises important questions about institutional operationalization and the impact of national educational policies on guaranteeing and democratizing access to education throughout life. Special attention is paid to children and adolescents with disabilities, as well as people with disabilities seeking access to higher education. The rural and community perspective is also addressed, including people over fifteen years of age, producers, social organizations and citizens, along with students with learning difficulties.
