This article studies the rules issued to control prostitution in the context of Quito's modernization. These rules legalized prostitution and subjected it to state control. From this perspective, it analyzes how female prostitution operated outside the law, with special attention to ways of transgressing the rules on public health. It also evaluates the strategies used by prostitutes to remain inside or outside the legal frameworks in place. Finally, it examines the situation and experiences of underage prostitutes.
