Relaciones Internacionales en clave ambiental

Abstract

La humanidad afronta una nueva amenaza tan grave como una hecatombe nuclear: la inquietante posibilidad de pasar el punto critico de recalentamiento de la Tierra, lo cual lamentablemente aun no genera un cambio importante en el Sistema Internacional, como si fue el caso con la Guerra Fria. Sin embargo, la actuacion protagonica de las ONGs en el marco del Derecho Ambiental Internacional (DAI) nos permite argumentar a favor de invertir la lectura tradicional de las Relaciones Internacionales, en el sentido de valorar las acciones que puedan acometerse de “abajo hacia arriba”. Abstract Humanity faces a new challenge as threatening as nuclear war: the possibility of going beyond the critical point of global warming—which, incredibly, so far has not produced significant changes in the International System, as the Cold War did in its time. Nevertheless, the noteworthy role of NGOs in the making of International Environmental Law entitles us to argue for an inversion in the traditional reading of International Relations, so that greater value may be attributed to the actions taken from below.
