Elementos finales para la comprensión del Caso Silala entre Chile y Bolivia

Abstract

El presente artículo tiene por propósito profundizar en la relación entre Bolivia y Chile, tomando el caso del Río Silala y los alegatos efectuados en la Corte Internacional de Justicia. El texto demuestra que la relación entre Chile y Bolivia mantiene las tensiones binacionales. En este sentido, se plantea que la supuesta "zona de paz" entre Chile y Bolivia constituye una mera ausencia de guerra. El texto, realizado en base a las exposiciones de los alegatos orales de abril del 2022 y a partir de documentación de los Estados, presenta el contexto, características y efectos de este pleito en el actual escenario internacional y la noción de "zona de paz" en la región sudamericana.The purpose of this article is to deepen the relationship between Bolivia and Chile, taking the case of the Silala River and the allegations made in the International Court of Justice. The text shows that the relationship between Chile and Bolivia maintains binational tensions. In this sense, it is ar-gued that the supposed "zone of peace" between Chile and Bolivia constitutes a mere absence of war. The text, made based on the presentations in the oral arguments of April 2022 and based on documentation f rom the States, presents the context, characteristics and effects of this lawsuit in the current international context and the notion of "zone of peace" in the South American region
