dc.description.abstractA review is given of the process of creation, functioning and development of scientific journals and their financial process. The difficulties for financial support in the case of the Universidad de Los Andes, Merida, Venezuela, due to interpretation of the Presidential Decree 60649 as sumptuous and superfluous expenses are pointed out, and the wise policy of the Council of Scientific, Humanistic, Technological and Artistic Development, under the Academic Vice-Rectorship of the mentioned University,in order to get opportune financial support to more than forty journals
