Política social e interculturalidad: Un aporte para el cambio

Abstract

El propósito de este artículo es reflexionar sobre la relación entre cultura y política social en el marco de la concepción de los derechos humanos. Se hace un énfasis en el tema étnico cultural, llevando el discernimiento hacia la identificación de mecanismos y estrategias operativas que puedan contribuir con la incorporación del enfoque intercultural en la política social. Es bien conocido el origen moderno de esta política y sus propósitos de estandarización como una estrategia de incidir en los planes de vida de todos, principalmente de los que tienen dificultades de acceso a servicios considerados esenciales, como salud, educación y protección. La incorporación de lo cultural de manera consciente encierra paradojas, complejidades y desafíos, los cuales se identifican y se problematizan en el artículo. También se propone un plan de acción dirigido a abrir un diálogo intercultural sistemático y en condiciones de la más absoluta equidad cultural, con el propósito de coadyuvar a la incorporación de saberes y enfoques epistemológicos en los programas sociales y fomentar estándares interculturales.

The purpose of this article is to analyze the relation between culture and social policy within the conception of human rights. There is an effort to emphasize in the cultural and ethnic subjects, taking these criteria towards the identification of mechanisms and operative strategies that can contribute to the incorporation of the intercultural approach in social policy. The modern origin of this sort of policy is well known as well as its purpose of standardization as a strategy to affect the plans and means of all individuals, mainly those that have difficulties to access services that are considered essential like health, education and protection. The incorporation of the cultural issue in a conscientious way involves paradoxes, complexities and challenges which are identified and analyzed in the article. In this context, an action plan is proposed to encourage an intercultural and systematic dialog with the most absolute cultural equity in order to contribute to the incorporation of knowledge and epistemological approaches in social programs and promote intercultural standards.
