The article studies how the ceremonies of publication and swearing in of the Spanish Monarchy Political Constitution took place in Otavalo; and how the establishment of the constitutional council of Otavalo and the elections were carried out. In this town, the Constitution was received as the expression of the Spanish nation in the absence of the king. However, the link between the constitutional text and the absent monarch gave the Otavalo Cadiz moment a strong loyalist flavour.
