The failure of the neoliberal model was deeply felt in\nBolivia from the late 90s, when social confl icts were exacerbated\nby an increasing deterioration of living and\nworking conditions among the majority of the population.\nThe understanding of this process reveals the close relation\nbetween the application of the neoliberal model and\nthe world capitalist economy. The world economy´s enormous\ntransformations, expressed in the evolution of the\nrecessive cycle that started at the end of the 70s, consolidated\nthe pattern of the national economy based on primary\naccumulation for export.
