dc.description.abstractNumerous changes have occurred around the concept of state, which have gone from the idea of governance, through the proposal of New Public Management, up to the proposed governance, understood as a management process that besides incorporating notions of the above proposals, it is characterized as a model of government characterized by the incorporation of various actors to management process: civil society and the private sector. Governance is a vision of State and form of government that present considerable potentialities, making it more attractive the implementation of it by states. In response to these ideas, this research developed through documentary analysis method, aims to answer the question of why it is necessary to strengthen governance as a model of government in countries, especially in Latin American countries, in the XXI Century.
