The evolution of the right to food has allowed supranational organizations and national states to implement policies to achieve the state of food and nutrition security. But, fulfilling the life cycle of public policies requires a planning process with strategies for the systematization of information, learning and knowledge. The continuous failures of food policies reflect the prevalence of hunger and malnutrition in the different territories and vulnerable societies in the world. New processes and paradigms are required for the design and execution of policies in this area. Communication and knowledge exchange are tools of an effective communication strategy. This requires the participation of society and a knowledge management model to strengthen public policy and achieve its objectives.
