REGIÓN Y FOMENTO A LA EMPRESA RURAL: ESTUDIO DE CASO EN UN MUNICIPIO DE MÉXICO

Abstract
El desarrollo rural es uno de los aspectos primordiales para garantizar el bienestar de toda una región, siendo el fin principal de dicho desarrollo el mejoramiento sostenido de la calidad de vida de la población rural y su articulación con la zona urbana de su entorno. Los diversos aspectos sobre el desarrollo rural en el municipio de Othón P. Blanco, Quintana Roo, están plasmados actualmente en el Plan de Desarrollo Municipal 2013-2016, en donde se plantea la realización de acciones y programas para el fomento del desarrollo empresarial rural del municipio. Sin embargo, se observa que las políticas públicas federales no siempre atienden los problemas específicos de las localidades rurales a pesar de la existencia de proyectos dirigidos a este fin. En este estudio se identifican las problemáticas y oportunidades del sector rural de Othón P. Blanco y se proponen estrategias para hacer más eficientes los programas gubernamentales que buscan transformar las actividades económicas rurales en fuentes sostenibles de ingresos. Este estudio intenta esclarecer estos temas con el fin de que le permita al gobierno municipal tomar las decisiones necesarias para lograr el desarrollo rural del municipio.
Rural development is one of the fundamental aspects to guarantee the well-being of an entire region. The main aim of this development is the sustained improvement of the quality of life of the rural population and its articulation with the urban area in its surroundings. Rural development in the municipality of Othón P. Blanco, Quintana Roo, is currently embodied in the Municipal Development Plan, 2013-2016, which proposes the implementation of actions and programs for the promotion of rural enterprises. However, it is observed that public policies are presented in a centralized manner; this poses a limitation for rural development in spite of the various programs and projects targeting that sector. This study identifies the problems and opportunities of the rural sector of Othón P. Blanco and offers strategies to streamline government programs that seek to transform rural economic activities into sustainable sources of income. It tries to clarify the most important issues affecting rural growth that would allow the municipal government to take the necessary decisions to achieve the rural development of the municipality.
