EL DERECHO A LA COMUNICACIÓN COMO DEBER ÉTICO Y POLÍTICO EN LA FILOSOFÍA POLÍTICA DEL "NOSOTROS"

Abstract
La Filosofía Política del "nosotros" sintetiza el ideal por una comunidad política sustentada en la ética democrática y en el Derecho Humano a la Comunicación (como derecho y deber) que tienen todos sus miembros. El planteamiento de una "Filosofía Política del Nosotros" va más allá de la tolerancia, de la fraternidad, de la cooperación y propone una simbiosis entre individuo y comunidad: el "yo" en el "otro" y viceversa, lo que resulta imposible sin una comunicación verdaderamente democrática. Desde una perspectiva teórica en que la ciudadanía es la razón de ser del sistema político democrático, en su primera parte, el artículo conceptualiza al Derecho Humano a la Comunicación como derecho y como deber, identificando, complementariamente, los derechos que para con él tiene la propia ciudadanía, el Estado, y otros actores políticos como las instancias de representación ciudadana y los medios públicos de comunicación e información. Sobre tal base, se postula la "Filosofía Política del Nosotros", sus principios, sus características y se enfatiza en el papel central que en su búsqueda despliega la comunicación democrática y el derecho ciudadano hacia ella.
Political Philosophy of "us" synthesizes the ideal place for a political community sustained by democratic ethics and the Human Right to Communication (right and duty) with all its members. The proposal of a "Political Philosophy of Us" goes beyond tolerance, brotherhood, cooperation and proposes a symbiosis between individual and community: the one on the other and vice versa, which is impossible without a truly democratic communication. From a theoretical perspective that citizenship is the raison d'etre of the democratic political system, in its first part, the article conceptualizes the Human Right to Communication as a right and duty to identify, in addition, the rights to him has the own citizenship, the state and other political actors as instances of citizen representation and public media and information. About this, I base the "Political Philosophy of Us", its principles, its characteristics and emphasizes the central role in their quest unfolds democratic communication and the citizen's right to her is postulated.
